Our back yard slopes. Can we still have a usable outdoor space?
Almost always, but it starts with earthworks rather than with finishes. A usable outdoor room needs a level platform, and on a sloping lot that means either cutting into the hill, building out from it, or retaining — and then handling where the water goes as a result. Once that exists, everything else becomes ordinary. What does not work is laying paving over a slope and hoping it reads as a terrace; that is how people spend a large budget on something they never use.
Does grading and retaining need permits?
Retaining structures and meaningful changes to grade or drainage generally do, and they need proper engineering behind them. The applicable city or county authority sets those requirements and is who reviews the work — not us.
